This Is A PMG-Graded "Gem Uncirculated",
"65 EPQ" (Exceptional Paper Quality) Note.

As With Most Of This Type And Denomination, Washington Is A Bit Shy About Fully Entering The Port Hole, But That Has No Effect On "Gem" Margining Of Obverse And Reverse Graphics.

 

Quite Literally, They Don't Get Much Better Than This. PMG Population Report Lists One Graded At "66"; and PCGS Also Lists One At That Grade (Maybe Same One Submitted Both Places?). So, There Are At The Most, Two Examples Of This Note That Have Been Graded Higher Than This 65 Gem Uncirculated EPQ.
